I think my Betta Fish is dying

He hasn't really been too active the last few days and I've been meaning to clean his tank but something always came up.

Tonight I noticed he was kind of .... leaning to one side while resting at the bottom of his tank. He's not eating food and he has a "whitish" look to him. He looks constipated or something. He's normally bright red so this definitely isn't normal.

I read online if the Betta is constipated to take frozen peas, de-shell them, and cut them into bits then don't feed your fish for a few days and it should clear up.

I don't think it's one of the fungi because the white dots aren't spread all over, just by his gills.

My record with keeping fish alive is plummeting.

    Picture of my Betta Fish

    Here's the poor little feller.

It's a little difficult to see, but under his mouth is white and bloated.

Also, the little green things? Those are his peas.

No, this is not his tank. It's his temporary home while the water in his tank gets to room temperature.

Supposedly Betta Fish can live for up to 3 years. I'm not sure how old he was when we got him at the pet store, he was fully grown though.

My wife said she thought about buying me a new fish, but was afraid I'd kill it (I still maintain the goldfish death was accidental, police have not filed charges) so maybe this weekend I'll go try and find a baby Betta fish or something.
